What is a Chinese Registration Bureau?

A Chinese Registration Bureau could refer to any number of government entities (at the national, provincial, or regional level), each of which issue particular certificates, licenses, or other official documents that allow a Chinese company to operate legally in China (and engage in foreign import and export activities).
Understanding the role, function, and issuances of the various governmental and administrative bodies in China can help you navigate the sometimes complex landscape of doing business in China with a Chinese company.
Some of the most common registration bureaus include:
- The State Administration for Industry and Commerce that regulates commerce and industry activities in across respective jurisdictions and oversees a number of official functions, including unfair competition enforcement, direct selling regulation, market regulation, food circulation regulation, enterprise registration, and foreign-invested enterprises registration.
- The State Administration of Taxation which issues the China Tax Registration Certificate
- Local customs bureaus which issue the China Customs Registration Certificates
- The Ministry of Commerce of the People’s Republic of China (MOFCOM) which issues the China Foreign Trade Registration Certificates
